六郷満山霊場29番札所です。開基は仁聞菩薩により養老2年と伝えられています。はじめは「妙見山浄土院」と言われていましたが、その昔恐ろしい竜が村人を苦しめ、浄土院の順清阿闍梨が竜を封じ込む祈祷を行い、裏山の岩に封じ込められ成仏したことから「竜下山成佛寺」と呼ばれるようになったという言い伝えがあります。また成佛寺は、仁聞菩薩が、五穀豊穣、無病息災の願いをかけて大法要を行ったことがはじまりで、今では国東半島の代表的な火祭り「修正鬼会」を行う寺として有名です。岩戸寺と隔年交互に旧暦正月に行われています。
